Oil jumps above $70 on optimism demand to recover

Oil price jumped above $70 a barrel Monday in Asia on investor expectations a recovering global economy will boost crude demand.

Benchmark crude for September delivery was up 73 cents to $70.18 a barrel by midday Singapore time in electronic trading on the New York Mercantile Exchange. On Friday, the contract rose 2.51 to settle at $69.45.

Oil prices seesawed last week before surging Thursday and Friday as investors bet that crude demand, which has been tepid this summer, will eventually pick up as the economy improves.

"Optimism for economic recovery is fighting the weak fundamentals, and right now the optimism is holding the upper hand," said Victor Shum, an energy analyst with Purvin & Gertz in Singapore.

Crude also has followed gains in global stocks. Most Asian indexes were up inearly trading.

Prices may test an eight-month high of $73.23 a barrel in the coming days, but dismal consumer sentiment in the U.S. will likely weigh on demand and send prices back into the $60s, Shum said.

"It will be difficult for oil prices to sustain in the $70s given the weak fundamentals," he said.

Mohammad Ali Khatibi, Iran's governor to the Organization of Petroleum Exporting Countries, said Sunday he expects crude prices to reach $80 a barrel by January, the oil ministry said.

In other Nymex trading, gasoline for August delivery rose 1.24 cents to $2.03 a gallon and heating oil gained 1.11 cents to $1.84. Natural gas for August delivery fell 1.6 cents to $3.64 per 1,000 cubic feet.

In London, Brent prices rose 58 cents to $72.28 a barrel on the ICE Futures exchange.

AS menerima perubahan sistem pengesahan

JAKARTA: Pemerintah mengubah sistem verifikasi kayu dengan menerbitkan Permenhut Nomor P.38/2009 tentang Sistem Jaminan Legalitas Kayu, dan berlaku mulai 1 September 2009.

Aturan itu menunjuk Lembaga Penilai dan Verifikasi Kayu (LPVI) sebagai lembaga pengesahan kayu (endorsement). Sekaligus merevisi Surat Keputusan (SK) Menteri Perdagangan No.405/M-DAG/Kep/7/2008. Di mana endorsement dilakukan oleh Badan Revitalisasi Industri Kehutanan (BRIK). Namun, dalam masa transisi ini (sebelum diberlakukan 1 September 2009), endorsement masih akan dilakukan oleh BRIK.

“Hal ini untuk memastikan kelancaran ekspor produk kehutanan dan memudahkan para pelaku bisnis,” kata Dirjen Bina Produksi Kehutanan (BPK), Hadi Daryanto, di Jakarta, kemarin.

Hadi Daryanto menjelaskan pemberlakuan endorsement ini untuk menjawab kekhawatiran pengusaha mengenai kemungkinan terhambatnya bisnis kehutanan seiring dengan pemberlakuan Permenhut itu.

Dalam Permenhut Nomor P.38, endorsement produk ekspor akan dibuat oleh Lembaga Penilai dan Verifikasi Kayu (LP&VI), sedangkan dalam aturan lama, lembaga yang berwenang dalam menerbitkan endorsement adalah BRIK seperti diatur dalam Surat Keputusan (SK) Menteri Perdagangan No.405/M-DAG/Kep/7/ 2008.

Menurut Hadi, perubahan ini membuat kepastian usaha semakin terlihat. “Ya, sistem jaminan legalitas kayu ini meningkatkan kepastian usaha. Jadi tidak perlu ada kekhawatiran,” kata Hadi.

Hadi Daryanto melanjutkan Menteri Kehutanan M.S Kaban segera mengirim surat kepada Menteri Perdagangan Mari Elka Pangestu guna merevisi ketentuan menteri perdagangan terkait dengan proses endorsement.

Jika sampai saat sistem jaminan legalitas kayu yang baru diberlakukan secara resmi pada 1 September 2009 dan ketentuan menteri perdagangan tersebut belum juga direvisi, proses penerbitan verifikasi produk kayu masih bisa dilakukan dengan sistem lama dan BRIK tetap menjalankan tugasnya.

Tahapan pelaksanaan

Hadi menjelaskan tenggat waktu pemberlakuan sistem jaminan legalitas kayu memang pada 1 September 2009. Namun, katanya, tetap ada tahapan dalam pelaksanaannya menunggu kesiapan seluruh lembaga-lembaga yang terlibat dalam sistem tersebut. “Ada tahapan penerapan sistem jaminan legalitas kayu sebelum diterapkan secara menyeluruh," katanya.

Selain BRIK, dalam masa transisi, lembaga penilai independen (LPI) yang selama ini mendapat tugas untuk melakukan penilaian kinerja unit manajemen hutan juga bisa menjadi asesor untuk sistem jaminan legalitas kayu.

“BRIK dan LPI bisa menjadi asesor dalam sistem yang baru, asal diakreditasi oleh Komite Akreditasi Nasional (KAN),” kata Hadi.

Menurut dia, pelaku usaha yang ingin melakukan inspeksi produknya guna mempercepat proses sertifikasi legalitas kayu dapat menjadi lembaga inspeksi dengan mengajukan akreditasi kepada KAN untuk memenuhi sertifikasi sesuai dengan ISO 17020.

Dia menambahkan Dephut bersama KAN dan asosiasi terkait akan melakukan sosialisasi di dalam dan di luar negeri tentang kredibilitas [lembaga itu]. Tujuannya, agar negara luar yang mensyaratkan legalitas dan sertifikasi produk kayu akan paham bahwa produk kayu Indonesia sudah kredibel dan kompatibel.

Dirjen BPK menyebut AS sudah menerima sistem ini. Untuk mempromosikan sistem ini, Indonesia juga akan mengirim utusan ke Regional Dialog on Promoting Trade in Legally Harvested Forest Products dengan AS. Dalam forum ini diundang pula Australia, Malaysia, Papua Nugini, Kepulauan Solomon dan Brunei Darussalam.

JAKARTA, KOMPAS.com — Untuk memperbaiki perekonomian pascakrisis, Amerika Serikat melakukan proteksi pada perekonomiannya. Hal ini dikhawatirkan membuat produk-produk China yang tidak terserap ke negara adidaya itu akan semakin membanjiri pasar Indonesia. Demikian ungkap ekonom Indonesian Economic Intelligence (IEI), Syamsul Hadi, di kantor IEI Jakarta, Minggu (2/8).

Apalagi, menurut Syamsul, China dan ASEAN telah menyepakati perdagangan bebas (FTA) tahun 2005. "Dengan perjanjian itu maka bea masuk produk pertanian China ke ASEAN adalah 0 persen dan bea masuk produk manufaktur China ke ASEAN maksimal 5 persen pada tahun 2009," ungkap Syamsul.

Menurut Syamsul, yang juga mengajar Politik Ekonomi Global di FISIP Universitas Indonesia, tidak perlu dengan FTA produk-produk China sudah menyebar di Indonesia. "Bahkan, 70 persen UKM Indonesia diambil alih oleh China," paparnya.

Oleh karena itu, Syamsul mengharapkan pembangunan pemerintah perlu diarahkan untuk penyediaan lapangan kerja yang masif dan meningkatkan daya beli masyarakat secara menyeluruh. "Dengan demikian, masalah kemiskinan dan pengangguran dapat diatasi secara mendasar dan martabat bangsa bisa benar-benar ditegakkan," tandasnya.

Out of sight after the crash of his Barito Pacific Timber empire, Prajogo Pangestu made a comeback in 2007 with the takeover of the Chandra Asri petrochemical plant. Now he is moving into energy, with a new geothermal unit the latest addition to his assets. By M. Syakur Usman.

Tycoon Prajogo Pangestu looked happy. On a cold early morning late in June on the slopes of Mount Wayang, and Windu in Pengalengan, West Java, the 58-year-old president commissioner of PT Barito Pacific Tbk, looked fresh and fit.

Clad in a maroon traditional batik shirt, the businessman was the centerpiece in a ceremony to inaugurate the second unit of the Wayang Windu geothermal power plant, a project of Star Energy. His smile was constant as he shook hands with his guests.

Prajogo has owned Star Energy since June, 2007, when his Star Energy Investment Limited (SEIL) acquired a 71% shareholding in the company for $300 million. The remaining 29% is owned by London-based Ashmore Investment. Prajogo owns 60% of SEIL, with business partner Agus Prajosasmito holding the remaining 40% giving Prajogo a 42% interest in Star Energy.

The Wayang Windu geothermal power plant represents more than a simple commercial asset for Prajogo and his partners. It is also a foothold in geothermal, a sector expected to boom as Indonesia taps more of its renewable energy resources.

While Prajogo was presiding over the opening ceremony of his plant, rival Medco Energi was in dispute the government over the price of power from its planned project in North Sumatra, said to be the country's largest geothermal installation.

Prajogo's move into energy also demonstrates his resilience. Once the world's largest exporter of plywood, Prajogo was forced out of sight when the 1998 East Asian financial crisis dried up demand.

Then, suddenly, he was back. In 2007, Barito acquired a 62.76% stake in petrochemical giant PT Chandra Asri and its subsidiary PT Styrindo Mono Indonesia for Rp 9.7 trillion. Chandra Asri producers ethylene, polyethylene and propylene, raw materials for the production of plastics.

The following year, Barito Pacific acquired a 77.93% stake in listed polypropylene producer PT Tri Polyta Tbk for $180 million. The purchases established Prajogo's hold on a critical business, so far the only one of  its type in Indonesia. Now he is moving ahead in energy.

Star Energy was founded six years ago by businessman Supramu Santosa. It owns the Kakap oil and gas block in Natuna in the Riau Islands, which has a daily production volume of 8,000 barrels of oil and 60 million cubic feet of natural gas. Oil and gas assets still at the exploration stage are in Bayumas in Central Java, Sebatik in East Kalimantan and Sekayu in South Sumatra.

When Minister of Energy and Mineral Resources Purnomo Yusgiantoro and other guest had left after the ceremony, Prajogo invited GlobeAsia to join him and his wife and youngest son on a tour of the new power plant facility.

He made a detailed inspection of the facility from the turbine room to the control room, chatting with staff along the way. Although this was not his first visit, Prajogo listened enthusiastically to an explanation about the facility. Nor did he miss an opportunity to pose for photographers.

Prajoga made it clear how happy he was that his latest power plants had been inaugurated. "Wayang Windu unit two is our first commitment to the supply of electricity in this action, and it is helping us to get established in the electricity business," he told GlobeAsia.

The $ 200 million Wayang Windu unit two has a capacity of 117 MW. Wayang Windu unit one, which has a capacity of 110 MW, has been in operation since 2000. with a combined generating capacity of 227 MW, Star Energy Wayang Windu is the largest private geothermal power plant company in Indonesia.

Prajogo now wants to develop more units to tap the energy from the "ring of fire" on which Indonesia sits. "Opportunities in the electricity business are quite good, because PT PLN (the state-owned power company) is a definite buyer. That's why, after the completion of Wayang Windu two, I want to quickly develop units three and four," Prajogo explained. He has set a time frame of 2010 to 2013 for the new units, expected to cost $300-400 million.

Consolidation Strategy

Prajogo ALSO AIMS TO INCREASE HIS STAKE in SEIL by acquiring Agus Prajosasmito's shareholding. According to a source, negotiations for the planned acquisition have been tough. If it succeeds, Prajogo will become the sole owner of SEIL, which means that Star Energy will be controlled by only two parties; Prajogo and Ashmore Investment. At the end of last year, Barito Pacific announced its intention to become majority owner of Star Energy. The plan is for the company to acquire at least a 51% shareholding in Star Energy, worth about Rp 5 trillion ($ 500 million).  If Prajogo becomes the majority controlling shareholder in Star Energy, it would then be easier for Barito Pacific to acquire it.

Barito Pacific itself is 52.1%-owned by Magna Resources Corporation, which is 55.79%-owned by Prajogo, who has been president commissioner of Barito Pacific since 1993, from 1979 to 1993, he was president director of the company. "It will consolidate it (Star Energy) into Barito Pacific," he says confidently.

Top 100 Groups

Vice president for investor relations at Barito Pacific Agustino Sudjono says the plan for Barito Pacific to acquire Star Energy is expected to be completed at the end of this year.

Syaiful Adrian, an analyst at securities firm PT Ciptadana Sekuritas, believes the planned acquisition will reduce the cash reserves of Barito Pacific to Rp 1.5 trillion from over Rp 2 trillion currently. "But the acquisition will also increase the performance of Barito," he says.

Syaiful estimates that net profit of Barito Pacific in 2009 will reach Rp 300 billion (from a loss in 2008) in line with the declining price of naptha, and as companies begin to switch to liquefied petroleum gas (LPG) as a source of energy. "This projection has yet to include additional revenue to come from Star Energy if Barito acquires it," he explains.

The acquisition of Star Energy will complete the change of Barito Pacific's core business from forestry products to chemicals and energy.

In Barito Pacific's 2008 annual report, Prajogo states that as part of transformation strategy, the company's vision is to become an integrated and diversified natural resources-based company which is able to maintain sustainable growth in the long term and provide added value to shareholders.

"Our mission is to strengthen the company's standing in renewable and natural resource-based industry by taking advantage of upstream and downstream opportunities," he stated.

Prajogo says Barito Pacific has been training itself within the forestry industry. For now, the company is maintaining existing assets.

"The company is now the main producer of petrochemical products in Indonesia. This strategic position provides a good basis for the company to establish healthy prospects and profitability in its petrochemical business unit."

Performance

In the first Quarter of 2009, Barito Pacific saw its revenues drop by 39/73% to Rp 2.64 trillion compared with the same period last year. The decline was a result of a 22.02% drop in the sales of petrochemical products to Rp 2.62 trillion.

Last year, revenue surged to Rp 18.32 trillion following the acquisition of Chandra Asri and Tri Polyta. Barito's revenue in 2006, before Prajogo launched his recovery and took on the petrochemical units, was a mere Rp 451 billion.

The bad news, in an industry characterized by cycles of ups and downs, was that Barito was forces to swallow a loss of Rp 3.39 trillion due to the soaring price of oil, a crucial raw material for petrochemical production.

The smile on Prajogo's face at the inauguration of his lates projects suggest he doesn't expect to have to suffer too many more losses.

Pertamina sets up firm for Bojanegara refinery

JAKARTA: State oil and gas company PT Pertamina has established a joint venture called PT Banten Bay Refinery, which will build a fuel refinery in Bojanegara, Banten province.

PT Banten Bay Refinery's establishment certificate was signed on Wednesday, Pertamina said in an emailed statement sent Thursday.

Pertamina will hold a 40 percent stake in the company, Iran's Oil Refining Industries Development Company (ORIDC) will hold 40 percent, and Malaysia's Petrofield 20 percent.

The refinery is expected to be in operation in 2014. At the early stage, the refinery will produce 150,000 barrels of oil per day. - JP
